A visual essay the from OCP Visioning Workshop this past August 15th where a collection of Bowen citizens assembled to give the OCP Update Committee some real direction on the elements that should be woven into the considerations when drawing up Bowen Island's revamped OCP to be delivered in 2010.

The Bowen Island Community Choir offered up another spirited and heartfelt choral performance on Saturday, December 12th at Cates Hill Chapel. Director, Ellen MacIntosh was at the helm of a fifty-five voice choir who, with the accompaniment of Sheilagh Sparks, sang jazz, swing, folk, Celtic, sacred and gospel music with gusto and fervor.
Guests Fineen Davis on oboe, Cam Hayduk -- none other than Elvis, Brian Hoover on percussion and choral member Shasta Martinuk on flute, brought additional charm and beauty to the program.
The Community Choir is an open choir and no auditions are required. All are welcome. Rumour has it that the choir is on the lookout for male tenors at this point but of course all singers of both genders and all levels of ability are invited to join. Rehearsals at Cates Hill Chapel begin again on January 11th in preparation for a Spring concert. Please call Choir Manager, Lorraine Ashdown if you have any questions. x2061.

Lisa Shatzky’s recently published collection of poetry honours the First Nations People who have suffered at the hands of the Canadian Government’s Residential School System. She and her friends presented a selection from her book, Do Not Call Me by My Name at The Gallery on Bowen Island.
She worked as a therapist for over 15 years with these people helping them with multi-generational trauma and listened to their stories of terrible loss and grief and was inspired by their resilience and incredible sense of spirit.
Accompanied by a wonderfully sensitive musician, Ruta Yawney on harp and flute, Lisa’s poetry was performed by herself, Don MacLean, Simon James, and Roger Grant to an enthralled audience.
Patrick Lane, a Governor General Award winning poet, has said that: “These are poems of unspeakable bravery. Out of this grieving comes a spiritual renewal and hope for all of us.”
Lisa tells us that: “These are terrible and sad poems, but they are also human and necessary. They speak the unspeakable. But somewhere in the ashes, there is grief that gives life…that transcends.”

Several significant topics were on the plate of the November 7th Council Meeting. First was a budget update from CFO, Karen Blow which morphed into what became a very important and prescient discussion on the Core Service Review and finally another overview of the Snug Cove Village and Transportation Plan documents from BIM Planner, Hap Stelling.
From this viewer's perspective the most important portion of the meeting came about when Mayor Turner underlined the importance of what was being talked about was in preparation for the Core Service Review. This Review is intended, as the Mayor put it, as a strategic exercise, to look at the Muni's service offering from a very high level to provide analysis to see how we can be more efficient with expenditure. He was quite adamant that this exercise was not simply going to be a nip and tuck exercise and it was of the utmost importance to get on with it as it will be essential groundwork for the next Council.
I would highly recommend that all electoral Candidate's watch the proceedings as the results of this will have a great effect on whomever is elected to office on November 19th.
Key portions of the meeting have been flagged out with Chapter Markers. They can be utilized from the drop down menu that appears to the right of the scrub bar if you have QuickTime version 7 installed on your Mac or Windows machine.
I apologize for the rather crude filming style for this Council Meeting. This camera operator arrived at the meeting without a key piece of gear that attaches the camera to the tripod. I found a solution but the style is a bit on the funky side.

The evening BIM Council Meeting session for October 24th, 2011 was largely taken up by a Parks Canada presentation made by Steve Nichols and a separate update and report from Mel Turner. There were a lot of statistics and dollar figures put up as slides in the presentation that were clearly caught on camera that were not legible to many at the meeting making it important for those in attendance to review. Quite a bit contained therein.
Lastly Brent Mahood, revisited the internal legal cost matter on the dismissed lawsuit that has been brought up in a couple of previous Council meetings.
The start of significant points in the meeting have chapter markers to ease the pain of wading through the meeting material.

The October 17th, 2011 BIM Council Meeting was a brief in Council terms but a lot of ground was covered. This was the first meeting in a long time where the only public in attendance was the media.
BIM CFO, Karen Blow, was first up to do some last minute housekeeping on this year's Permissive Tax Exemption Bylaw which has been before Council (I believe) three times. At the end of the meeting a gentleman from Camp Bowe Isle stood up to thank Council for it's empathy with the previously tax exempt organizations to give them some lead time before they initiate dramatic reductions in tax exempt tax to some of the applicants.
Next up was as brief talk and discussion between Councillor Poole and BIM CFO, Karen Blow on the amount of the "awarded costs" the Muni will receive as a result of the lawsuit brought against them. Councillor Hooper weighed into the discussion towards the end. Typically awarded costs on a lawsuit are significantly lower than actual costs. The discussion was done to bear that out.
The Islands Trust Ferry Fen Management Plan received the most attention in this meeting in terms of time devoted to the subject. Much of the round table discussion revolved around conversation matters and enforcement in dealing with renegade ATV and dirt bike aficionados who rode through the restricted Ferry Fen Land Reserve. Essentially, the issue of enforcement with the Islands Trust was the take away from this portion of the meeting.
Finally, Council dealt with the Belterra Rezoning Application however given the issue with it being late in this Council's mandate, Council along with the Planner, Andy Beaird, in the audience realized that it would probably not see fourth reading until the new Council was instated. Beaird went on that he was concerned about cost overruns and a loss of momentum for the project, if the project approval process was extended too much further. Council appeared to be empathetic.

The Council Agenda for October 24th, 2011 was too big for the usual
evening slot so it was broken up into both an afternoon and evening
session. The afternoon session was dominated by one topic: Snug Cove
Village and Transportation Concept Plans. The objective, as set out by
Mayor Turner, was to go through effectively two distinct views of the
proposed plans and use the process of elimination to determine what
would "stick" or be left on the table for the next Council to have as guidance. First, Architect James Tuer, led Council through design
elements in the various plans to decide was was on the table and what
was off. Once that was done then another pass was executed where Mr.
Tuer led Council through the 4 plans for Snug Cove briefly detailing the
benefits and challenges in each of the plans.
The end result of the decision making, albeit at a very high level,
was to go with Plan A and Plan D for guidance in revitalizing Snug Cove.
Plan A is near to status quo with little tweaks here & there and Plan
D was in many ways the most bold with the most significant features
being a transformation across the road from where the Library presently
sits. The idea being that Council would be guided to use Plan A as a
master template and borrow design and architectural ideas from plan B.

The big topic and presentation up for discussion at the October 11th BIM Council Meeting was Morganne Kepler's Organic Recovery Presentation. Her presentation was comprehensive and detailed but no recommendations were presented as it was not part of her mandate. This was commissioned by the Knick, Knack, Knook and the Zero Waste Bowen organization largely as a result of stricter waste guidelines that are coming down from the GVRD beginning in 2012. The bottom line is waste disposal is going to get more expensive and more restricted.
Also up on the roster was the 2011 Islands Trust Community Stewardship Award to Sue Ellen Fast and more discussion initiated from Karen Blow, BIM CFO, on the Permissive Tax Exemptions Bylaw.
