Video - BIM Council Meeting, Snug Cove Presentation and Permissive Tax Exemption Discussion, October 3, 2011

The October 3rd Bowen Island Municipal Council Meeting focused on two topics. First up was James Tuer's Snug Cove Village Concepts Plan Presentation that was introduced by BIM Planner, Hap Stelling. The discussion did not go towards making a decision but remainly largely a revisiting of what Mr. Tuer's presented previously to Council and the community at the beginning of the summer.

Next up was a discussion of what was called Permissive Tax Exemptions. In essence, some organizations and businesses that had, in prior years, presented a case for property tax exemption became exempt. Some of the discussion moved towards a revisiting of this approach in light of Council's acknowledgement that it is spending more than it is taking in. The changes made will be phased in and will not take effect until the 2012 fiscal for the groups in question. 

Other topics on the agenda were deferred due to the amount of time these two agenda items took during the course of the evening.

Video - BIM Council Mtg, Adoption of WASP Bylaw & Satellite Firehall Proposal and Community Centre Committee Update, September 26, 2011

The September 26th Bowen Island Municipal Council Meeting was a meeting of adoption and approvals. Both the WASP or Watershed, Aquifer & Stream Protection Bylaw and the Satellite Firehall were given their final reading and then subsequent adoption by Council.

The Community Centre Committee brought forward a more formalized proposal to include the Bowen Island Municipal Hall into the project scope. This was done as the request of Council from the June 13th meeting. It was met with relative approval around the Council table with exception of Councillor Hooper who objected to their not following process by bringing the proposal to a Committee of the Whole meeting with full proforma budget to date statements and with sufficient lead time in order to give the consideration it's full due, in his view. He did, however, support, the idea but not the manner in which it was presented. The issue was brought to a vote and the Committee recommendations to include the Muni Hall and to do some small site enhancements that would include the installation of a display, some signage and a donated bench from the Hoosen family was passed. 

Property owners on the West side of the island who saw their insurance premiums skyrocket this year will be pleased to know the Satellite Firehall should be operational by spring of 2012 which hopefully will bring insurance rates down to a more palatable level.

Video - BIM Council Meeting, Satellite Firehall, WASP Bylaw & Second Vote Matter on National Park, Sept 19, 2011

The Council meeting began with a straight forward presentation and acceptance of the revised report from Staff on the Satellite Firehall proposal. The building permit had not been issued to date but was in the process of being finalized.

Next up was WASP or Watershed, Aquifer and Stream Protection Permit Area Land Use Bylaw. Again another item that went through without too much debate with exception of clarification on a lot of matters which did not require much of a rewrite on Staff's part.

The final big item on the agenda was a revisiting of the question and validity of a second vote on the National Park matter. There was no new substantive material brought to the table. Simply a discussion and refinement of what had been stated previously.

Video - BIM Council Meeting, Park Vote Matters, Belterra Rezoning App First Reading, Sept 12, 2011

September 12th had the Bowen Island Municipal Council dealing with two issues of significance the Community. First up was the timing of the referendum vote on whether or not to go forward with the National Park Proposal as well as the nature of the question to be asked. Second up was the presentation of the Rezoning Application for the Belterra Co-Housing Project and the first reading of the rezoning application.

A few citizens spoke at the beginning of the meeting who were largely speaking to the National Park portion of the meeting. The submissions were diverse. The result of the discussion on the National Park vote was to have the vote during the election and to keep the wording on the referendum vote simple and unequivocal.

The second half of the meeting, on the Belterra Initiative went through without resistance from Council members. Councillor Frinton excused himself from the proceedings to remove any perception of self-interested interference as his property abuts the Belterra one.

Video - BIM Council Meeting, OCP Approval, Parks Canada Revised Draft Presentaiton and Firehall Public Hearing, Sept 6, 2011

The evening's proceedings for Bowen Island Municipal Council began with a Satellite Firehall Public Hearing that saw a couple of representations from the public. Concerns issued were about sight lines, noise and the possibility of tainted runoff that could go into Explosives Creek that is both a water supply and a fish bearing stream. Matters were addressed to the satisfaction of those making representation and the hearing drew to a close.

The middle portion of the meeting was taken up with a PowerPoint presentation summarizing the Revised Concept Plan for the Bowen Island National Park previously presented at the August 25th info session. However, it was flanked with a more detailed explanation of Parks Canada's thinking in the 21st Century with the newly conceived idea of near urban National Parks and how Bowen was a good fit as they initiate themselves into this new form of Park. This may sound similar to the people who were in attendance at the Public Information Session at BICS on the Revised Concept Plan, however, Mr. Carson, got more into the skin of their thinking around Bowen and the near urban park concept. The matter of the petition was brought up by Councillor Morse and Mr. Carson did field the question but not in a way that will be satisfactory to the majority of the signatories of the petition. Interpretation of this I will leave up to the viewer.

Next up was the fourth and what was to be the final reading of the newly enshrined OCP. Audience attendance was surprisingly small in number. Councillors made short speeches, except for Councillor Frinton, about the successful outcome of this OCP process and lamented the lack of Champagne.

Video - BIM Council Meeting, Recinding Land Use Bylaws, Tunstall Bay Boat Launch, Sept 6, 2011

Sept 6th involved two Council Meetings and a Public Hearing. The afternoon session, a Council Meeting, turned into a resinding of the contentious Land Use Bylaws, informally known as the Steep Slopes Bylaw, the Environmentally Sensitive Areas and the Watershed Protection Bylaws. It began with a recommendation from BIM Planner, Hap Stelling, that Council should halt the process for this term as their was insufficient time. Councillor Poole jumped in first and uncharacteristically agreed with the assessment, given that she was one the prime proponents of the Bylaws in their draft form. Councillor Hooper similarly agreed, however, Councillor Frinton was visibly agitated by the about face that was happening around the table proclaiming that he was flabbergasted presenting some arguments towards making some small but significant fixes to wrap up this legislation. Discussion happened around the table and they eventually came to an agreement to rescind the bylaws so the new Council could properly deal with rewriting the draft bylaws to incorporate the comment they heard from their constituents at the Public Hearing earlier in the Summer.

The Tunstall Bay Boat Launch was next up on the agenda. CAO, Brent Mahood, gave a summary of what had transpired including all of the negotiation with Fisheries and the performance bond that had to be issued in order for the work to take place. It appears the project will come in under budget and it is expected that Public Works Director, Wil Hilsen will be presenting a more detailed report on the matter in the coming weeks.

Video - Parks Canada, Revised Park Concept Presentation / Q & A, August 25, 2011

A healthy crowd showed up for Parks Canada's second kick at their near urban park concept for Bowen Island on August 25th, 2011 despite it being one of the nicer summer days we have experienced this year. 

The presentation was positive placing things through a lens that one would expect from Parks Canada. The language used showcased Bowen as a National Park and not merely a land reserve. Richard Carson, the newly placed Director of Western Establishment Initiatives... in other words the civil servant who will be doing the heavy hitting and the representation to the federal politicians on the Bowen initiative, went to some length to assure the attendees that ferry matters were very much on their mind and would be addressed. He and his new counterpart, Helen Davies, the Field Unit Superintendent, also explained that the economic stimulus of Parks Canada on Bowen would not be trivial. Employees would be living on the island, roads used in the course of the Park would be maintained by them. Probably most importantly to a good slice of people on Bowen, they stated that Crippen Park would have to be part of the Park but they were in the process of arranging for a shared agreement between themselves and the GVRD on the management. Many of the concerns issued by the residents in their comments to Parks Canada were addressed in varying degrees of satisfaction to Bowen. Marine conservation was positively acknowledged as a requirement where possible such as the aquatic area where the newly included Lieben lands are, however, the degree to which the people of Bowen have control or say over what transpires once the process begins after the vote is questionable.

In other words, the people of Bowen vote to either go along for the ride or not. It all hinges on whether or not Bowenians feel the Parks Canada's brand, heritage and past encounters with other communities it works with make it worth our while. Worth our while both economically and the way it will shape our community thereby giving the visiting public a vehicle to experience and learn about the natural environment in a near urban setting.

The question and answer period had a wide range of people asking pointed questions, from the desire for Parks Canada to bring meaningful self-sustaining economic development to the island to the assertion that Parks Canada's thinking was flawed and they should be looking up the Sea to Sky highway rather than involving a locale like Bowen that involves a ferry.

Parks Canada's presentation was based on their Revised Park Concept document for the assessment of a National Park Reserve lands on Bowen Island. Video - BIM Council Mtg, 2012 Budget 1st Principles & Post Public Hearing Talks on OCP & Land Use Bylaws, July 19, 2011

The public portion of the July 18th meeting began early at 6:00 pm as the agenda was deemed to be a long one. First up was the appointment of the financial auditor giving them a 5 year contract. A fair amount of discussion around the cost as well as the inclusion of a couple of escape clauses should either party decide to go their own way at some point. Next up was BIM CFO, Karen Blow, on the pre-understanding or first principles while laying out the budget for the coming years including the 2012 Budget. A fair amount of emphasis was placed on the state of the reserves and the accumulated surplus fund by Ms. Blow and how much money should be injected into these various money silos in order to place the Municipality in a good financial position. The Mayor rejoined at several points driving back to the Core Services Review he had mentioned repeatedly over the past couple of months, as well as tax and budget targets that would see operational expense go down significantly.

The July 12th Bowen Island Municipal Council Meeting was held to discuss and potentially give approval to the Satellite Firehall proposal viz a viz the rezoning application that was presented by BIM Contract Planner, Michael Rosen and then to discuss how to proceed with the second revision of the 2011 proposed OCP and the three Land Use Bylaws that were discussed at the Public Hearing the previous Saturday on July 9th, 2011.

Video - BIM Council Mtg, OCP 3rd Reading, Nat. Park Feasibility Plan Timeline, 2012 Financial Goals and Rec. Commission Re-establishment, July 25, 2011

July 25th, 2011 saw Bowen Island Municipal Council give third reading to the 2011 Official Community Plan Update. They went over some textual changes presented by BIM Planner, Hap Stelling that were made as a consequence of the input received from the Public Hearing on July 9th and the associated correspondence with the event. Before voting on what is intended to be the the third and final reading of the OCP before it goes off for the final stages of regulatory approval 3 of the elected officials -- Bob Turner, Nerys Poole and Doug Hooper lauded the process and the participants. However, both Councillors Morse and Lucas felt in varying degrees that the document was not ready for ratification. Councillor Morse again cited the maps were sufficiently inaccurate for the process to continue moving towards conclusion and Councillor Lucas was expressed litigation concern and whether or not the document had been sufficiently covered off in this regard. The motion to accept the third reading of the OCP passed with Councillors Lucas and Morse as dissenters.

BIM Planner, Hap Stelling was also up to present both the proposed Steep Slopes Development Permit Bylaw "next steps" and the Ferry Marshalling Update.

The Steep Slopes Bylaw, of the two received the most of Council's attention.

Video - BIM Council Meeting, Snow Plough Tender and CAO Reports on Core Service Review & BIM Staff Expenses, July 4, 2011

Bowen Island Municipal Council Meeting on July 4th, 2011 covered off a few topics all of which were financially focused. First topic was Wil Hilsen, BIM Manager of Engineering & Operations, regarding a tender for a new Snow Plow quickly followed by a brief approval for a noise bylaw exemption for an upcoming wedding, Second significant topic was a discussion about Council and Staff Expense. The discussion was in large measure talking to this document. The following reports were from CAO, Brent Mahood on the Core Services Review and Snug Cove Infrastructure Funding. The Core Services Review is largely an exercise the CAO has been tasked with to find ways to streamline costs within the operations of the Municipality. The majority of the latter half of the meeting was focused on Council drilling down on this issue. If you wish to follow the discussion carefully you should download the agenda attachments that can be found by "clicking through" on the major items found in the agenda here. Unfortunately the CAO's reports to Council were not available through the agenda package posted on the BIM Website.
