VIdeo - BIM Council Meeting, Mt. Gardiner Dock, Budget and Strategic Plan, May 16, 2011

The May 16th Council Meeting covered a disparate group of items. First up was the removal of the Mt. Gardiner Dock from inclusion in the National Park on Bowen. This came about as a result of Mt. Gardiner home owner representation at the previous meeting. They made a compelling case to Council to have it removed due to the lack of parking and public property around the dock. Council heeded their arguments and removed it from their proposal to Parks Canada. Next up was a detailed reporting of revenue and expenses during the course of the past year. BIM Staffer, Kristen Watson made the presentation. It is clear and telling of cost savings and overages during the year. The video recording the meeting began during the middle of this presentation.

The final portion of the meeting was an update on the BIM Strategic Plan. In other words, it was a report from the new CAO, Brent Mahood on his work plan. A lot of territory is covered. The Mayor made special mention of the "Core Services Review" in this meeting, as he did in the last meeting which is an effort to trim fixed expense in Muni operations. There was also some time spent on some of the larger capital projects that are to wrap up this year and new ones to begin next year. The two big ones being Snug Cove Sewer Expansion and Cove Bay Water System Improvements including the raising of  Grafton Lake and the planned Snug Cove Water Treatment Plant. Other topics touched on during the Strategic Plan discussion was affordable housing and the forest retention bylaw. The only major thing that was discussed that had a firm deliverable was "in-progress" sewage treatment plant expansion which HAS to be completed by this fall in order to meet the terms of the contract with the federal government who funded a significant portion of this project. An extension has already been issued on the completion of the sewage treatment plant. No others will be issued said the feds.
