Up on the plate were three significant items. One was the recommended drawing down of the reserves to finance the municipal portion of the Sewage Treatment Plant. The second item was the approval of approximately $473,000 for the 2010 Roads Maintenance Program. The third item was the approval and adoption of the Night Sky Bylaw in it's presently proposed form. Most of the meeting and the contention was around the drawing down of the reserves.
Community Hall and Arts Centre (aka CHAC) Chair, Paul Hoosen, made representation at the start of the meeting stating that CHAC and The Arts Council were categorically against using the reserve fund for the Community Hall & Arts Centre towards financing the Sewage Treatment Plant. Much discussion ensued during the Council Meeting from most of the Council Members and the CAO. The discussion was rounded up by Councillor Hooper with the notion of considering a large financing project that would have to go to referendum to take care of the essential infrastructure requirements in the near to medium term. The CAO was piqued by the Councillor's idea. It was decided around the table to delay the decision until "some reflection on the issue" could take place.
The Roads portion and the Night Sky Bylaw portions of the meeting proceeded without much discussion or incident.
