Additional Preparation Material for Public Hearing on the OCP and Land Use Bylaws

The Bowen Island Municipality as of this afternoon has issued the Agenda for the July 9th Public Hearing on the OCP and Land Use Bylaws. The agenda is extremely important if you are looking for background information. It contains the maps used in the land use bylaws, all the Council Minutes that relate to elements contained in the OCP and Land Use Bylaws. It also contains links to all the OCP Steering Committee minutes, Reports from the Planning Department. You will also see links to correspondence from members of the public on all four proposed bylaws as well as pertinent minutes from the Greenways Committee. A lot to pour through. OCP & Land Use Bylaw Documents as of July 1, 2011

In the interest of providing the people of Bowen convenient access to the current versions of both the proposed OCP and proposed Land Use Bylaws, they are being housed here at On Bowen. Also they have been assembled into single documents rather than a compendenium of individual "scheduled" documents which the Municipality have created. This should make it much easier for the citizenry to get their heads around the proposed legislation in preparation for the upcoming Community meeting on July 9, 2011. Video - BIM Council, Roads & Operations Plan and Revised ESA Bylaw, June 20, 2011

June 20th saw one of the briefest Council meetings of the past few years (at 1'22"). Two topics. First up was The Roads Capital and Operations Plan presented by Public Works Head Wil Hilsen. Well presented and received by Council. If you want to get a sense of the Road improvements for the following year, give it a view. Second up, was the Environmentally Sensitive Permit Areas Bylaw which received tweaks over the past week by staff. It was relatively well received by Council. Some comments around the table from Councillors. Substantively the Bylaw is the same as the previous version that was sent back to staff.

VIdeo - BIM Council Mtg, Community Centre Report and ESA and WASP Bylaws, June 13, 2011

June 13, 2011 saw two major presentations made to Council. One was the Community Centre Action Committee Report presented by Chair, Shari Ulrich and Project Manager, Florrie Levine. The presentation was well received by Council for it's thoroughness and contingency planning through the various stages of the process it had mapped out. Council largely focused on two things beyond commending the Committee for the report. First was that the project stay within the 3 million dollar budget that Council had endorsed and second was Council's interest in the possibility of including the new Municipal Hall within the Community Centre. The Committee stressed that it had considered this contingency along with a host of others and the numbers had been run in terms of it contributing financial makeup in it's realization.

The second major topic of discussion and presentation were the two Land Use Bylaws. First up was the Environmentally Sensitive Permit Area Bylaw, also known as the ESA Bylaw and the second was the Watershed, Aquifer and Stream Protection Development Permit Area Bylaw, also known as the WASP Bylaw.
